Uğur Schools Does Not Refund Fees

I cannot send my child to school due to the pandemic. I notified the school with a petition before school started. They said they would deduct a certain part of the agreed fee and refund the rest. However, they always say that it will be paid this week and do not make the payment. It's been about 6 months and they still haven't paid.
